last year, there was a woman with a long train with Jesus, who tamed traffic and tried to throw off her long train when she stood at the top of the stairs and this incident gave the festival a lot of bad press.

Cannes is very strict when it comes to who can pose on the steps and how attendees should move on the red carpet.  They only allow actors from films presented at the festival and people invited by festival sponsors to pose on the stairs and she was none of them.

She was sent by the designer of this dress to promote it but no one wanted to take photos of her since photographers in Cannes are apparently paid and don't take photos of random people

Simply sounds as if they're trying to maintain a standard of decency and want to make everyone feel comfortable, obviously brought on the Bianca Censori situation and not wanting to make it a trend. There's nothing "regressive" about wanting people to keep their private parts private. Even if you think your body looks amazing doesn't mean everyone else wants to see it. For any of you saying any of these raunchy looks were amazing, you may feel differently if you had to talk to any of these people while everything is hanging out right in front of you and you don't know where to look or fear you'll be accused of leering at them if you hold your gaze too long. The focus should always be on the films anyway, not what anyone is wearing. There's a time and place for raunch and it's not at an upscale film festival on the French Riviera. If anything, it's an excuse to be classy.
