NY probably, as it's one of the cities I'd like to visit the most in the US, and I'd also go to a few other cities around for a 2-week trip!

but Miami or Toronto could also match my vacation timeline (they'd be my 2nd options)

and does Ticketmaster offer the option to re-sell tickets after it's sold-out? I know some platforms do that, and I'd use it either:
- to buy a ticket for me if I can't buy an official ticket
- to sell my ticket if my plans go wrong

(this would also mark my first year ever going to a Gaga concert)

Definitely try for NY. There’s so much to do while being there, you can spend the majority of your vacation exploring the city and all the cool spots that are there.
 

I’d avoid Florida at all costs. Their governor DeSantis made it nearly impossible to want to support boosting that economy given his political views and his attack on the gay community.

Maybe replace by Rob Sheridan, the former Nine Inch Nails art director? He had been liking a lot of Gaga's MAYHEM era post on Insta. It would be so awesome if this is the case,

The bank or credit card presale is mainly exclusive to that brand, so yes you will need a citi card to checkout the citi presale

Yes you can, Ticketmaster accept most international cards, especially from fellow first world countries like the ones in Europe.

yeaaah, I'd spend like a whole week for NY alone! and also Miami concert will in the hurricane season, right? I wouldn't wanna risk another canceled concert lol and where are you attending?

not my case as I'm from Brazil hahaha but I have used my cards previously in international payments, I think it should be ok 

just asked because in some of her website stores, they only accepted local credit cards for the CD or vinyl + signed cards

Oh her store is different, especially for signed items, they did geo blocked that one only for respective countrybit was sold. But you'd be okay with her concert ticket purchase.
