No you don't have to sign up. Yes, there will be button, also on live-nation site. Both of them will redirect to ticketmaster.

Everyone can have access to presale, regardless of country of origin. One and only difference will be in checkout section of ticketmaster - you must be a holder of mastercard credit card.
