Well Frankensteined was revisited but didn't make the cut of MAYHEM, doesn't mean she won’t just put it into a deluxe version of the album. I mean she literally returned to it

People need to stop getting their hopes up. 

She'd release it (or leak it) if she was able to at this point - especially if she's saying this. 
Like P!nk wrote, recorded and uploaded Irrelevant in the space of about 2 weeks and put it out quickly thanks to streaming. 

There has to be something legally preventing Gaga from dropping the odd old b-side onto official platforms.

In the press conference she did say she listened to old demos and considered redoing then when she was nervous but then threw that idea out. I think PD and Frankenstein were definitely in consideration to be reworked for Mayhem early in the process

Remember, she can't release the ARTPOP songs for legal reasons without Troy Carter's consent, as he was her manager at the time it was recorded. And they parted on bad terms. So even if she wants to, she can't unless they make peace somehow. DJWS talked about this 2 years ago.
