I’m confused…she absolutely can sing but there’s something in her technique or styling that just makes it sound generally unpleasant but I’m not experienced enough in music to tell you what it is.

in general she puts too much pressure on her voice, not only too much air but she struggles to phonate without using the false vocal chords. Basically it's neck tension, tongue and also too much pressure on the breathing muscles. It's like she's pulling everything upwards and the rest of the body continues this movement or otherwise it wont function. 

This results on a difficult for the air to move, flatness, strange notes as she passes through different vowels  and intervals

She basically sings like she's taking a dmp. She can't find space in the around the velum, the upper teeth and searches for it downwards and justs results on jaw tension, like if girl is eating a whole cow. 

I dont understand why she still hasn't worked on this issue. It's easy but somehow it can be done

Yup! Objectively speaking. She has a good voice it's just her technique that makes it sound worst. I think it's because her belt are not properly supported and sometimes it's too light and screamy.
