He does care about it, not without self-interest. The deployment of soldiers who will then occupy territories is being discussed. Budjak is in present-day Ukraine. Ukraine was invited/ was a co-host. So the representative of Budjak was there. Precisely because it was also about Budjak, Romania and Moldova were not invited - because France wanted to prevent them from making claims on Budjak, because France knows that they could make historically justified claims. France has at least one overseas territory in all of the world's oceans with the possibility of a military base (St. Pierre-Miquelon in the North Atlantic, Corsica and the southern coast around Marseille in the Mediterranean, Martinique and Guadeloupe in the Caribbean, French Guiana in South America, Réunion in the Indian Ocean, French Polynesia, New Caledonia in the Pacific Ocean, Terres Australes et Antarctiques - the islands above Antarctica in Antarctic waters with claims to Antarctica itself) except the North Sea, Baltic Sea and Black Sea. The Baltic sea is not feasible, the North Sea is not too far from Dunkirk and is considered to be part of the Atlantic.

That leaves the Black Sea and Budjak is very lucrative for France. Should Ukraine collapse or should Ukraine resort to a European army, France would like a piece of the pie. France wants to build a military base there and adjust the territory to its wishes to expand its empire. Of course, France will not say this directly, instead it will talk about an EU-controlled special zone (which will be led by FRA because FRA is EUs biggest military power) in some areas of Ukraine to "help" Ukraine, similar to how Turkey does with certain zones in Syria. However, FRA will then subsidize this zone, bring it into its sphere of influence (first opening French-language institutions for the soldiers, then inviting the wifes and their kids and open French-language schools in Budjak, then inviting local habitants to also go to French-language schools, while the UKR schools will not be subsidized) people will get used to the money payments and will no longer want to return to the zones without special status. Budjak is ideal for this, because it is peripheral and west of Odessa. Ukraine did not like this at all, but it has few alternatives. However, FRA's vision will likely not prevail, because the fate of Ukraine is negotiated bilaterally by the USA and Russia, and FRA is bitter that it is not involved.

The EU meeting ended without concrete results because participants had too different opinions.

If you look at history, the fate of Eastern Europe/ Eastern Central Europe has always been determined by the West and Russia for over a century by now, maybe two centuries. It would be a historical regularity rather than a sensation if this were to happen again. This does not always mean that Eastern Europeans are exclusively disadvantaged. For example, Poland lost territories, but it also gained new territories, so it was a kind of neutral territorial solution. (And well Poland is nowadays considered Central European and was indeed invited) But Poland was not involved in any of this. It became what the West and Russia decided. USA and Russia may reach a solution that could possibly be neutral for the rest of Eastern Europe.
