We dont even know if the album announcement was postponed. The fact that she is announcing in 4 days where the insider on the Lana forum said 2nd of February, gives no indication of that. Probably they were going for announcement on Monday, Elle on Tuesday, maybe more during the week and ending on the Grammy night

Correct. No magazine leaks unless for outtakes. Chromatica also had the same thing after Gaga postponed its release, the magazines that were scheduled to release that month with her in it keep being on sale. We learned few new spoilery things from those before we even heard the alboom. 

Moreover , this Elle magazine picture got censored part on bottom left corner, which is why I believe this isn't a leak. Those censored part is usually where the subscriber name and address are placed. So I think this is taken by a subscriber who got it early.
