FYI: Douyin is what Tiktok called in China. It was blocked for International use by Chinese government cos they want to strictly controls internet content within its borders, meaning they want to maintain control over what users see on the platform, and therefore only allow access to a separate, heavily censored version of the app specifically designed for the Chinese market; this is why users outside of China cannot access Douyin directly, and instead use the international version called TikTok which has different content moderation rules. But in light of TikTok ban in USA, its biggest English speaking Western market, they probably see that it's necessary to lift the geoblock now.

China's Vice Foreign Minister recently stated informally that she believes it's very beneficial for Chinese and Americans to have the opportunity to share their experiences and diverse perspectives. I think China may liberalize slightly in this regard while adopting a very strict set of guidelines regarding the type of discourse allowed on their social networks. Many people I think have been banned from RedNote due to their association with controversial Twitter profiles or for attempting to alienate Chinese citizens or Chinese culture, which I think they have every right to do. The US itself has done it many times.
