It could be, but I'm not sure Tara did this one, It really seems like a Val Garland look. She did many of the OG Born this Way looks, all the music video's, the face prosthetics etc.

It’s crazy to me that this was the standard for her back in 2011. People go crazy for Chappell Roan’s single outfit, on a Saturday, at some of the biggest festival stages. (not to drag Chappell, she’s great, it’s just not giving even 10% of what Gaga gave back then) Yet Gaga was literally singing in a pool of goo with full choreography for one of DOZENS of random TV performances. We truly were so spoiled back in the day.
