Every household name goes through this. Every one. Beyonce has had flop singles. Taylor Swift has had flop singles. Ariana Grande has had flop singles. Every artist is promo sensitive unless a song magically connect to the GP right away like DWAS, or if one is at their peak, like Taylor Swift right now, or if the quality of a song is very bad, like Women's World. A lot of the past-era promo was upended by impossible to predict situations. Covid and Chromatica are the last massive example of this. ARTPOP was delayed by her sudden hip complications & then massive plans (like the ARTPOP app) fizzled out after multiple setbacks like the sudden change of management. Joanne was just more laid-back in general, but she did do a lot of performances and such. tl;dr - Plan meets immovable force.
