It's the culmination of about 2 decades of espionage by the Russian oligarchy. Yoon's likely made this move on the basis he believes the Trump WH would support him (like Carter supported the last S.Korean dictatorship). The "funny" bit is that after all their hard work, the Russians are unlikely to benefit from it because the Ukraine conflict has heavily weakened them. And China has successfully sat quietly in the wing ready to swoop in and replace America in the top spot of International Relations.
