I think one of the head directors openly said that, he explicitely demands a certain level of ridiculousness, from each design. He said that if a design makes too much sense, he'll send it back to the drawing board, until it looks ridiculous enough . 

I assume Mimikyu's true appearance is meant to be comedic .

I hate to be that person, but this is 99% fake. The photo in question appears to be an edit of a Deviant Art concept. r/pokeleak has a thread about it, and someone pointed out how the image looks like an edit.

Pokedex entries aren't meant to be taken too seriously, half of them are completely ridiculous . Jigglypuff is supposed to sing itself to death, if the opponent doesn't fall asleep quickly, which we know wouldn't happen in the series, ever, because it'd be too gruesome . Also each and every single Cubone wears their mother's skull over their heads, and cry about it constantly, according to the Pokédex, which... also makes no sense . Do all adult female cubones die right after they give birth?  and if they do, why would any Cubone be sad about it? it would be the standard for their species, they should have no attachment to their mothers, if they all die right away .

They just write whatever on the pokedex entries, Pikachu is described as an "electric mouse" Pokémon, but was literally designed after squirrels, according to the character's creator
