There's no reason to delay the music video because of feelings. If the song is coming out, the video can come out too. They're intentionally waiting. She's not holding the video hostage.

gaga has leverage but not as much as UMG itself

Has there been any interview on the song? If not that's kinda weird. Usually there's a bunch of video interviews around the start of a new era.

I'd love to hear her talk about the song and vision for the song and album to give it more important feeling than a random spotify drop

I think the fact she was even able to do Harlequin speaks to the leverage she has imo. And have them promote it with concerts and listening parties.
