This is genuinely very exciting. 
 

 she clearly works better when she is surrounded by people she loves, and from what I see (the visuals are great) it starts good. 
 

Now I am curious to hear what the album will sound like, but just the fact that she is working with such enthusiasm lately is a great sign. 

Besides, I have never felt so spoiled as a LM in a long time, in the last couple of years I got used to expect that an “exciting announcement” was about a waterproof mascara (with all due respect for her houselab project, of course), and I was waiting only for the movie and the soundtrack album for the next 2 years, instead we got a stand out single (which is a future classic IMO), this side project, a new pop single coming in weeks and a new pop album later on, and “the greatest tour of her career”, allegedly. 
 

I wait to listen for her next music, but it seems to me she is back for good.

Only financial support. An executive producer is responsible for financing the recording, so all the costs involved such as studio rental, equipments and other expenses are covered by him. Negotiations and contracts can also be a part of his responsibility.

I think it's great that she now works with other people in her career. It just brings a breath of fresh air and the marketing strategy has been very effective so far, and no leaks!

Gaga and Michael (I assume) created a LLC which stands for “limited liability company”. Basically it means that its members are not personally liable for the company's debts. And when there’s an exclusive license, it means that only the licensee (Lil Monsters LLC) is entitled to use the intellectual property (Harlequin album). The licensor (Interscope) loses its rights to use or exploit the rights of Harlequin, because it’s exclusive to Lil Monsters LLC.
