Pure sales are limited to 4 per customer, so Billboard can detect if someone bought more than 4 using the same card or provided a shipping address for thousands of copies to the same address.
I remember that they filtered out French Montana's sales when he was shipping packages that reportedly didn't even include the album to random addresses in the US

i could be so dumb for asking, what about record stores who might wholesale buy or whatever, does billboard count all of them or how does it work? just genuinely curious

Record stores are reporting the number of copies sold in their stores to Luminate's system. 

you can only buy 4 copies per credit card or cash transaction, if you buy 5-9 Billboard only counts 4, and if you buy 10 or more then none count towards the Billboard charts. 

someone can buy album in bulk using cash but to reach 40k sales you need to make 10k transactions and visit thousands of stores because if someone is not a huge artist then record stores won't have more than 5-8 copies.

for a credit card, the limit is 4 copies, so you can't make multiple transactions and if you have already bought 4 copies in the artist's online store using your credit card you can't use it again in record store.
