It's White and Black Americans who have difficulty. 

For White Americans: Pure ignorance on other races, ethnicities, and cultures in general 

For Black Americans: Decades of rhetoric of Blackness as an identity and colorism within that community. Example: Light skin and dark skin Black people being treated differently
