Politically he is a fool imo, but that's just a part of him, and I'm sure Gaga loves him. I have a theory about Joe. I think he's a frustrated rockstar. He was the guy who played all that music at home when Gaga was even smaller than she is now. And there's a scene in ASIB where Ally's father says something like 'I knew a dozen guys who could sing Sinatra under the table but they just never got the breaks'. The character is talking about himself - I think his buddies even laugh at him for it - and I suspect it's in there to troll Joe.
