JLO didn't have the playlisting payola Katy has. There was a lot more money behind Woman's World and it's debut than Can't Get Enough. Didn't Spotify admit if Lifetimes streams were filtered it would've been 26% of the total streams? 

JLO moved close to 20,000 physical units her first week of release (debuting higher than Ice Spice), which isn't brilliant but it shows how her fans consume her music...

This allows one person to buy more copies that are counted toward the Billboard charts.
with 13 physical variants 1 customer could buy 52 copies counted toward Billboard chart.
variants are not to let fans choose the version they like the most but to boost sales because fans usually buy multiple copies
