She doesnt need new production, she could tour with the same stuff from Vegas, so that would reduce costs from $80-$100 to lower than that. I'll wait for the official dates to see.

no but really katy can put out a great spectacle. despite everything Witness had a good tour. As long as she focuses on the secondary markets (Eastern Europe, Middle East, LatAm, Asia) she can do respectable numbers

I feel like she could definitely do decent sales with arenas internationally.  In the US, she would need to target specific and large markets (maybe only 15 or so dates).  And I agree, market this as a greatest hits tour.  Maybe do something similar to PLAY with a fun concept.
