When Chromatica came out and as I started listening to it more and more it became my second favorite but right now The Fame Monster is back on that spot. Chromatica is 3rd right now. I feel some people need to go back to it. It's sooo Gaga, i just love it.  I think for the best/most impactful album is a toss up between The Fame Monster and Born this way. For me personally, The Fame Monster is her magnum opus in the sense that will outlive all the others, the amount of hits in that album cannot be understated. Still 1# on the billboard dance category by number of weeks, 262 weeks at 1# PLUS 535 weeks, that's almost 800 WEEKS on the dance billboard! And The Fame still charts on the hot 200 billboard, its at 133 atm. The influence and longevity of this album is just insane! But on born this way she leveled up and I feel like it's a more cohesive work and also deserving of the tittle of her best album. That’s why I’m so grateful for Tony, I truly believe he was crucial for her to get back on track.  TFM is unquestionable, it gave us some of her best records so far! But I feel that she overcame herself with BTW, as you said, such a cohesive work with so many hits! Listened to it in full for the first time in awhile and it still holds up. BR & DITD are some of the best pop songs ever. It helps me cope with so many things that she speaks on in the record that I can relate to while letting loose and going f***ing crazy.
