Israel has offered Hamas a new three-phase cease-fire proposal through negotiators from Qatar, President Joe Biden said on Friday—hours after the Israeli military announced it was operating in central Rafah despite calls for a cease-fire.

Biden called the new proposal from Israel “a roadmap to an enduring ceasefire and the release of all hostages” and urged Hamas to take the deal, saying “this deal is an opportunity to prove whether” Hamas really wants a cease-fire.

Phase one of the proposal would be six weeks and include a full withdrawal of Israeli forces from all populated areas of Gaza while “Israel and Hamas would negotiate the necessary arrangements to get to phase two,” Biden said—adding the caveat that “there are a number of details to negotiate” but the U.S., Egypt and Qatar would work to ensure negotiations continued.

The first phase would also bring Gaza 600 aid trucks daily and temporary housing units and shelters; the release of women, elderly and wounded hostages, including some American hostages; and the release of the remains of some hostages who have been killed in exchange for the release of hundreds of Palestinian prisoners.

During phase two, Biden said the “temporary ceasefire would become … the cessation of hostilities permanently” in exchange for all remaining living hostages being released.

In phase three, a “major reconstruction plan for Gaza would commence” and any final remains of hostages would be returned to their families, Biden said.

“It’s time for this war to end, for the day after to begin,” Biden said.

all this and then just business as usual where they only withdraw from "populated areas" so they basically steal more land. Again. This is incredibly frustrating.

we can tell from this quote alone what the real intentions are. Reminder that Israel rejected taking back the hostages when Hamas tried to negotiate that and instead decided to keep moving forward with their genocidal campaign.

This is never going to end unfortunately. Even with a "ceasefire" the damage is done.

What Hamas did on Oct 7 was barbaric but the genocidal response from Israel with the bombing of hospitals and refugee camps from the killing of children and aid workers has sown the seeds of hatred and extremism for decades to come. The Palestinian kids who grew up in this mess are going to retaliate when they are older, they are never going to look at Israel as anything but the killer of their parents, friends, and relatives.

This whole thing is further going to complicate relations with the Middle East and the Western world forever. I have no hope left, its only going to get worse in the long-term.

This deal is very reminiscent of the Good Friday Agreement. 

And the Good Friday Agreement worked. 

The problem is, I'm not convinced its a genuine offer.

Two things can be true at the same time

Hamas is a barbaric terrorist group that carried out a horrific massacre, none of which justifies Israels disproportionate response and mass slaughter of innocent civilians

There is no coming back from this or repairing the damage done, this conflict has been going on for ages and a ceasefire will not solve it or prevent something else happening in the future

I wouldn't be disturbed by Israeli forces remaining to keep the peace if they had ever proven to be peacekeepers rather than sadistic rapists and killers. They're no better than Hamas.

Biden and officials in Egypt, Qatar, etc really are trying to draft a peace agreement between two terrorist groups, it's nuts.

But as long as it stops the mass murdering somehow, go for it.
