They want TikTok under American control so they can tax them. This is clear. There is no concern over security - if you saw their hearing with TikTok you can see nobody on congress knows how a computer works to begin with. This is simply a bid for power.

Note that the "TikTok ban" is part of a much larger bill. The largest part of it, and the part that was most debated and held up its passage for months, is aid to Ukraine. The TikTok provision actually got treated as an afterthought, for the most part. I think it's dumb, but there's a good chance it will be struck down in court anyway (just the TikTok part).
