Concept albums usually mean each song works together to tell a whole story the album is conveying.

For example: The Avett Brothers' "Swept Away" is an album that tells the story about a shipwreck. MCR's "Black Parade" is about a war vet dying from cancer.

technically yes, but it's more of a Michel Gondry movie, Eternal Sunshine of the Spotless Mind. "Jim Carey movie" makes it sound like its in the same vein as Liar Liar, Dumb and Dumber, The Mask, Ace Ventura, etc. Slapsticky. Sort of like when you say the expectation when someone says Will Ferrell movie

As others have pointed out, Joanne is also Gaga's middle name. So the album is paralleled in that it's about her aunt, her, and how her death affected her

EDIT: Concept albums can be unified in sound too, not just the obvious.

Basically ARTPOP is the max of a concept album. One of the reasons it's so polarizing is because it's almost TOO conceptual.
