I think that Joanne and Chromatica has some deep lyrics but unlike her previous eras they're less dark than TFM and less quircky than BTW and ARTPOP. 

I feel like we're getting some very TFM dark songwriting

Maybe they have decided that the pre-order announcement to be 4 weeks before the release. That was the original plan for Chromatica too for April 10th release. If LG7 is to be released in the later half of February, there is still some time for official announcement.

They do not want to distract from DWAS, which is predicted to stay at #1 next week without them lifting a finger. From their point of view they already did their job and there is nothing left to do. They will tease the album closer to release once DWAS starts to wind down.

Nobody knows an album is coming and it’s gonna debut with less than 100k copies, possibly not even at #1

At this point it is clear that album sales units are not a priority. DWAS will be boosting the album's numbers by a comfortable 15 000 each week.
