Billboard shouldn't count these variants tbh, it's basically cheating the system, instead of releasing the real full albums, they release it gradually and add a new title to it..

It's like they are selling half baked game and then releasing DLCs like crazy.. like The Sims

I think they wanted to avoid apending money on a single that would flop so they waited til the album release to see what songs would be popular….
