Stems are individual files that each contain one element of a song: for example lead vocal, bass, synths, etc. They are recorded separately and put together in the mixing and production phase. When people have access to the stems, they can much more easily make new versions or remixes of the song in question.

Right I was just listing some but yeah most of the songs that were apparent contenders/teased by Gaga/DJWS have leaked. And DJWS himself said that there was never an ACT 2 ready to go. The songs they made for ARTPOP were enough for either two albums or one and he said these were songs that made the cut like happens with most album recordings. Gaga teased a potential ACT 2 after ARTPOP  was released but it would have likely included new songs and not just the ones that didn’t make the cut the first time, so we really have most of what would have been recorded for ARTPOP except a few songs. A full new album of unreleased “ARTPOP ACT 2” songs doesn’t exist to be leaked.
