The fact that it was left alone for such a long time before she decided to take over and it matches up with the aesthetic she's building points me to straight to her. Now that most of the artwork outside is destroyed, her team has an excuse to do whatever they want. Even if her team didn't personally do it (which I doubt still) it happened because of her.
