Update: Well I actually read the Time article this is quoted from and pretty sure he is talking about Billie. At the time it was published she wasn't announced.

The description could definitely be Gaga and lord knows how she makes everything have a personal connection  however I also think he could be talking about Miley. He adores her and he seemed almost borderline in love with her when they worked together. Not sold on him meaning Billie and then her announcement happening right at the same time the article was published or giving her those accolades.
