The higher education act gives him the authority to clear ALL student debt under p much any circumstance. Basically it's a legal debt limit that's self imposed and once the US debt reaches a certain level it's not allowed to borrow anymore. So then they have to raise the debt ceiling which in order to be passed often the opposition party will demand certain things in order to agree to the votes/signatures and it becomes a stand off Usually parties will often bluff to the last minute and if the debt ceiling is reached and not raises the US government has to either stop paying bills or default on debt payments both of which are detrimental It's a really stupid political uncertainty that exists for no purpose other than beaureocracy and political stand-offs imo Link to post Share on other sites More sharing options...
