I believe the entire era is tied up in the T*oy drama. As it was under his management, I believe he still has some power or legal standing whether the songs are released commercially. 
That's why after the artRAVE we truly saw nothing more from ARTPOP. 
Gaga doesn't want that man to profit any more than he still does from her, with newer content.

Songs themselves usually aren’t tied to the manager themselves. It’s more so things like marketing and promotional ideas that gets sticky legally. Hence why the ARTPOP app was canned. It’s this way so you can’t hire a manager get great ideas then fire them and use the old ideas with a cheaper manager. Interscope is the one that pays producers and the sort - so any actual music it would be them to deal with.
