This is one decision they've made that I don't think is a bad idea. 

They should make it so accounts can be memoralized though.

By no activity, they likely judge based on last online date as per usual. If your account been dormant for more than 2 years, I suppose it might be affected

I think if you follow Elon your account won't be deleted.
last year it was reported that at least 48% of Elon's followers were fake, he had about 88M followers then. now he has over 138M followers so in 1 year he gained more than 50M new followers, most of them are definitely fake he is serving desperation so he will not delete his followers, because he would lose the title of most followed person on Twitter.

Or non-famous people? I have a friend who died about two years ago and I still scroll her feed occasionally, this sucks
