It uses a Roland TB-303 in place of the parts that were originally filled by the guitar and this change was present in the original Haus Labs ad as well. The real reason the guitar is gone is because they liked the 303 better and the two did not mesh in the mix so the guitar got cut. That's just how the demo process goes.

1) it’s not a sample - so there is no reason for it to be removed other than artistic choice.

2) the 303 is obviously swapped with the guitar. So we know they chose it over the guitar.

3) if you layer the guitar with the 303 they audibly are conflicting elements. It’s not subtle.

therefore the natural conclusion is they liked the way the 303 sounded when working on the song hence why it stayed and guitar was out as they were not compatible. 
 

but please I’d love to hear what you think the alternative was.

If it's an interpolation, it would still need to be cleared with the copyright holder, so your first point doesn't necessarily stand. It's possible they made the aesthetic decision to replace it independent of a clearance issue, but there's still a possibility they couldn't clear the interpolation with the Bowie camp.

But it’s not an interpolation either. It’s unique to Babylon. The style it’s being played in is similar but that’s just because it’s a funk guitar, they wouldn’t be any reason to credit it as interpolation or as a sample since it wouldn’t fall under either.

It's not just similar because it's a funk guitar, it's similar because it's a funk guitar with a similar tone to the lead guitar from Fame that's nearly melodically/harmonically identitical.
