This doesn’t mean a cohesive second album ever came to fruition, this just means there was enough material for an “Act 2”. All of the info she gave on this has been vague for a reason, there were just a bunch of finished and unfinished tracks that she had the idea/thought to make a second edition with, and never ended up having the time/support/motivation/whatever to follow through with those ideas. Yes, some songs were “finished”, but that does not mean there was any real planning on how those tracks would even come together for a second part.

Anyways, the point is, this is all in the past and from what we currently know, she’s moved on from it, but DJWS hasn’t, and he’s given this illusion that Act 2 was a lot more than it actually was. He’s just got a ton of songs and material to DO something with it (an actual Act 2), but can’t do anything with them.

As far as you were involved, Act II wasn't a concrete project formed with a track list or anything? People assume it was a project ready to go.

No. I want you take this with a grain of salt: It was a long time ago, and I don't work for Interscope. I'm not privy to the behind-the-scenes work, but, to my knowledge, there wasn't another record ready to release right away. It was either going to be enough records to be two records or enough for one, and it turned out to be one.

The way he talks about it below is interesting, because it’s like Gaga had this idea/plan that he wasn’t fully in the know on. She implies an Act 2 is coming, but he doesn’t even acknowledge it ever existed as something ready for release, and only confirms there was enough material to make it happen. Complete and not ready for release, I think, means there’s a enough material and maybe an idea of what songs to put in it, but it’s not actually put together (finished). His involvement with an “Act 2” is shaky, to me at least:

Going back to ARTPOP, Gaga tweeted at the time that Act II was coming out, and later at SXSW she revealed that it was complete, but not ready for release. How close did you actually get to releasing it back then?

I think we made enough to do two records. It was probably on an idea list…. We probably talked about it. We had enough records to do it. I was happy to get that record out. I couldn't brush my teeth for a week after it was done, much less was I thinking about other songs…

Anyways, the point in me saying all this is that I can’t think of another time where a producer for some songs on an album latches on to like two things a musician has said publicly so hard, (Gaga: SXSW interview and a tweet, if theres more please correct me), and continues to ride off the idea of releasing the B Sides he worked on for nearly ten years, despite having no real involvement in it (“it” being creating Act 2 as an album). It’s hyping people up and giving false hope, but truly I would LOVE to be proven wrong if it does end up coming out.

Honestly the best would be to let it rest and returning with real tea if anything is 100% sure to happen. Which as of now is not the case. 

Other than this it is just adding fuel to a hype that could end up unsatisfied.
