The illegality is that he deemed that money as "legal fees" which is a crime in New York. Falsifying a business record, aka fraud, is the crime here. He most likely also included those legal funds on his tax return, making it another crime since he could get a tax refund from that declaration. The reality is we won't know the specific charges until the indictment is unsealed, but the word on the street is that there's around 34 counts of this fraud. Legally they couldn’t use donated money to a campaign for hush money. It’s not going “against the campaign” either it’s basically just “shutting them up” which has legal consequences.
