Is there a reason why people think the look that we saw last week isn't just her final look? I mean, I'm all for more Harley looks, but I kinda feel like people are only saying that because they don't like it...

I can’t speak for why everyone else thinks this. 
But my take is that the last look that we saw was a more formal look for Harley Quinn. She seemed to be heading into court? So maybe that’s why she was toned down. 
Also, Harley has always been a crazy/ off the rails kind of character and the costumes we have seen don’t necessarily reflect that. But who knows

This is an elseworlds story though. Compared to other versions of Harley, yes, it's much more formal, but Gaga's also playing a very different version of the character than Margot or anyone else. It just sorta looks like a female version of Joker's look, which I think is sufficient. 

In that original video teaser, it showed a silhouette of Harley in a dress, which might be her "final" outfit. But also, maybe the costume design changed and what we got last week as indeed her final look.

personally I think that the theory about it all being in her head and the part where she wears normal clothes is what's actually happening makes sense, therefore her final form will be seen later in the movie

if what we saw was her final look I'd be happy too!
