This is a bit transphobic to say. We are not in the position to question her gender identity just because she’s not been dating men. Gender and sexuality are two different things. You can feel trapped in the wrong body but still feel attracted to a certain sex. Having a gender reassignment surgery while still being attracted to whatever sex you’ve been attracted to all your life is more common than you think. She wouldn’t go through the surgery and everything else she’s been through if she wasn’t trans.
