I feel like its mostly for transportation logistics tbh, touring 2 albums with such a variety of instruments + the sound system + the elaborate stage must be a hassle so she'll probably do each region separately

Yes and No.  Geographically it's small, but it's very very dense population-wise. 

Björk is very famous and accoladed, but she's also not a big enough mainstream hit (esp. with today's youngin's) to make millions off of 10 tour dates in completely different ends of the world.  Her music does have a bit more of a "nicheness" to it than say Gaga's or any other pop girlie.  As an artist in that sort of position, you gotta make scrupulous choices based off of transport budget, booking dates available and maximizing your reach. 

I think in Europe, it makes more sense because rather than buying plane tickets for every date, they can go on the road.  Also, they can do a bunch of cities all around which would encourage more people to come (unlike Gaga who only needs one tour date for an entire country's gays to make a mass pilgrimage).

For me, it makes sense when you think about Björk's place in the 2023 pop culture landscape.
