Idk why that's so complicated for people to understand Act II would be a pretty different situation since that's generally unheard material and Gaga has called it 'done but not ready for release' or whatever she said. I also don't fully understand why so many doubters Act II will be hot garbage, considering she was hyping it sober in 2014, the songs she was talking about during/after the AP rollout are Brooklyn Nights (a masterpiece) and ones we've never heard, and 90% of the leaks are crappy demos from 2012, many of which she never acknowledged after that phase or never referenced at all.
