The main idea is that Finland's position close to Sankt Petersburg (city of 5M people which accounts for 5% of Russia's economy) puts Russia in a precarious position. However, Finland in of itself doesn't have the manpower to threaten Russia (it's population being 5M, like Sankt Petersburg alone). It Russia's view, Finland only becomes a potent enemy if it's allied with more powerful and hostile states (you guess it, NATO). This undoes 2 centuries of work by Moscow who tried to turn Scandinavia into a buffer between itself and the powers in the West which goes back to the annexation of Finland from Sweden in the Napolenic era. And Stalin, who last tried to conquer Finland when he carved up EE together with Hitler, but Finland put up an amazing defence that prevented Finland from becoming a Soviet republic.
