Eighty countries led by the US, UK and France have signed a declaration in Dublin pledging to refrain from urban bombing, the first time countries have agreed to curb the use of explosive weapons in populated areas.

The international agreement is a product of more than three years of negotiation – predating the war in Ukraine – but was not endorsed by several major military powers, including Russia, China, Israel and India.

Campaigners said they hope the agreement will help change military norms, with two-thirds of Nato members expected to sign up.

From NATO the only countries I see missing are North Macedonia, Montenegro, Estonia, Lithuania, Letonia and Netherlands. :oprah: So 6/30 members did not sign, which means more than 2 thirds did.

Ukraine didn't sign either (for the obvious reason that it bombs towns and cities in Russia :bear:).

Exactly, India expects to be a UNSC permanent member but also refrains from voting in important issues in the name of neutrality.what's worse is that India pretends to be a democracy and and then supports China , Russia silently i.e Dictatorship.

Forgive me if I'm not detecting the sarcasm but if this comment is serious, lmao. Ukraine doesn't even have weapons capable of "bombing" towns and cities in Russia. They're not allowed to use western weapons on russian territory, nor do they have sufficient stockpiles to waste them on russian cities, instead of valuable targets in the areas they're trying to liberate. There were some instances where they targeted specific facilities near the border, but that's far from being "urban bombing".

@Dennis @MonsterOfSpain

https://www.britannica.com/dictionary/bomb  a device that is designed to explode in order to injure or kill people or to damage or destroy property. You say Ukraine is striking specific facilities near the border, meaning it bombs cities and towns in Belgorod, Kurks and Rostov-on-Don. Pro-Ukraine is great and all, but to be blind from truth is truly not and actually dangerous.

Ukraine striking Belgorod is public knowledge since April and this should not be hidden especially if we want to remain truthful, otherwise we unforunately will have more ''Russia attacked Poland and implicitely declared war on NATO'' type of situations.

There is no opposition in India anymore. It’s basically a dictatorship until a new coalition emerges.

@Dennis @MonsterOfSpain Even confirmed by US officials! whether ot not you count this as ''bombing'' is sematics.

As I said in my comment, these are few incidents of striking specific targets in Russian territory.

This is not urban bombardment. I think you misunderstand what urban bombardment is. It doesn't mean you can't target anything in a city. It means indiscriminate and widespread bombardment of urban areas, usually resulting in mass damage to civilian buildings.

So please let's not spread disinformation here.

The article itself states this:
The key passage in the text commits signatories to ensure their militaries engage in “restricting or refraining, as appropriate, from the use of explosive weapons in populated areas, when their use may be expected to cause harm to civilians or civilian objects”.

This principle is upheld by Ukraine so far. Even when they retook Kherson recently, they did so without shelling the city itself. They kept hitting russian logistics in the rear, until they abandoned the city themselves.

Urban bombardment means a bombardment of something in a urban settlement, there is no need to switch definitions to accommodate our views. And when you say "across the border"- let's make it clear we talk about cities and not fields or forests. Fact is Ukraine didn't sign this and we know why.

But this resolution does not call for the complete cessation of targeting anything in a city. That is absurd and unrealistic. The resolution calls for taking into account any damage done to civilians when planning these strikes and refraining from causing collateral damage. Read the resolution text please:

2.4 We condemn tactics designed to exploit the proximity of civilians or civilian objects to military objectives in populated areas, as well as the use of improvised explosive devices directed against civilians or civilian objects, and other violations of International Humanitarian Law, including by non-State armed groups, which further exacerbate the risks to civilians and are of grave concern.

2.5 While there is no general prohibition against the use of explosive weapons, any use of explosive weapons must comply with International Humanitarian Law.

2.6 We strongly condemn any attacks directed against civilians, other protected persons and civilian objects, including civilian evacuation convoys, as well as indiscriminate shelling and the indiscriminate use of explosive weapons.

3.4 Ensure that our armed forces, including in their policies and practices, take into account the direct and indirect effects on civilians and civilian objects which can reasonably be foreseen in the planning of military operations and the execution of attacks in populated areas, and conduct damage assessments, to the degree feasible, and identify lessons learned.

I'm not "blind from the truth" as you claim. I'm someone who read the text and won't accuse Ukraine of doing something they haven't done against russian cities just for the sake of sounding "neutral".
