it'd be great if it won but i doubt it since rihanna's original song for black panther is HUGE competition.

I read on Twitter it's because the Academy requires sequels to have at least 80% of the music new and original, and not from the previous movies. 

So even if they submitted the score, it wouldn't be eligible since it obviously has too much music from the first movie, unfortunately.

Edit: it's not 80%, but 60%

I Ain't Worried isn't eligible for a nomination because it contains a sample of another song and therefore doesn't have "original music and lyrics" as Academy requires. It also has too many songwriters (6). But since Paramount can submit a total of five songs per a movie I think, they obv decided to give it a try, they can't lose anything with that.
