The only fool proof way to do this is through congress, but there is not currently enough votes to pass it there. But let this be a lesson as to why Biden didn't jump on what progressives wanted him to do. The methods and the amounts almost certainly would not have survived in court. This is why Biden is good - he doesn't bluff - he does 100% of what he believes he can deliver. In the end, that's better than over shooting and ending up with nothing. The system is broken and corrupt and rigged. But until you have a majority big enough to change the system, this is how progress works.
