All the branches are co-equal but the President has authority over foreign policy matters. For example, POTUS appoints all of the ambassadors and runs all of our embassy's. It's true that they have to be confirmed by the Senate & the senate can impeach cabinet officials, but the president gets a lot of deference in these matters.
