The whole point of this is deterrence. And deterrence makes such scenario less likely. If you tell Putin that you won't do anything in response to the use of nukes, that will only encourage him to do it. And you end up in a situation where radiation could travel all the way to Ireland, even if you do nothing in response.

So because of this deterrence and increasing warnings from the West, Putin is now less likely to use nuclear weapons. The Kremlin recently dismissed such possibility, which signals a shift in their tone as of late.
