I think both are excellent songwriters, but vocally...their peers outpace them by quite a bit. Both have a nice (well in Bob's case 'interesting' tone), but not much range nor the ability to belt. We are all free to be fans (or not) of either artist, but they have both undeniably been phenomonons, but separated by 50 years, and that's the hook for the story, rather than an attempt to say that she is exactly like him or is just as good as him. He’s been able to write songs that distill complexities of the moment to stunning poetry. Taylor is a great singer-songwriter and her success is hers to own but that’s honestly just a headline meant to invoke a response like mine for clicks lol they’re in their own lanes and she’s very much in her own thing that she clearly does very well. Bob Dylan is anything but vocally limited, he literally has 5 voices he can alternate between at will and has impeccable phrasing and timing. Not everyone prefers the tone he sometimes uses but to call him vocally limited is wrong kinda like how I hear the same said about Bowie at times. One does not have to be Gaga or Whitney Houston in order to have a voice suited to their respective style of music. Furthermore, how can you call a man who literally redefined popular music forever and won a Nobel Prize overrated? Taylor Swift is a great songwriter herself and has had a far more consistent level of quality control than Gaga so if she and Dylan are overrated than Gaga is very overrated by your logic.
