It’s all been done before. This “she’s copying Gaga” attitude is just annoying and, honestly, embarrassing. She was very innovative back then and to be honest: Most of the looks from the TFM and BTW eras could be easily worn today, as they are absolutely timeless. She loved to work with new and upcoming designers back then and t's not always what you wear, but how you wear- and combine the clothing pieces that make it seem new, exciting and therefore an innovation. It is perfectly fine to use her style as inspiration and she doesn't need to be a pioneer of textiles or materials to be referenced in todays fashion as that is a task for designers and their teams in the first place. But I do feel the same when it comes to the term "copying", especially in her case because latex is a pretty commonly used material in the scene she was working in. For the GP that was the exact moment when Gaga stopped being crazy and became glamorous and old Hollywood. Her make-under had a huge cultural impact. The look in the OP is a prime example. Not really seeing a reinvention here. Also, none of this suits Julia IMO, and she looked way better with her old style. I don't think she has the suitable base to carry off more outré looks (for example, of the new-ish stars, I could see Anya Taylor-Joy pulling this type of thing off much better because she has a somewhat odd, striking sort of beauty as well as interesting taste). I saw a an interview with Julia about being museless, and I just thought she looked sweaty, awkward, and that the look was wearing her.
