Especially for pell grant recipients, this is a HUGE win for them. I think the plan is that if Dems can hold on to congress, and have some wiggle room in the senate, they'll be able to tackle the cost of higher education after the midterms. Most student loans are federal government loans yes, the interest varies but it's usually between 2-5%. Most are fixed rate.
