There are 3 parties for samples, the songwriter, producer and the one that owns the masters. But in Kelis case is more an unsolved situation with the Neptunes and writing credits. Note that this is no shade to Beyonce, Gaga, or their excellent albums. Rather, this is shade to delusional stans who don't realize that sampling and interpolating other artists' music is industry standard in almost every pop album of the 2020s.
