It's like every one needs watch their mouth and being rational an thoughtful with their words, but Russian politics and government can say or do whatever they want. They may want to test the waters and see how NATO would react. Or, this is an attempt to scare Lithuania as they no longer import gas, so Russia has no other tools of blackmail. And even if it does, it might very well be only something nominal that nobody will care or do anything about it.. About WW3 - We may or may not have it in our lifetime, we don't know. It's completely normal and understandable that one would feel worried about it, but worrying to great extends about something we have no bearing it is futile. The only thing we can change is our inner life and immediate goals, these are what we should be focused on, first and foremost. Not to say, in like 60 years's time all that we are on this forum right now will be dead either way, WW3 or not. (now another topic would be to what extend fear over conflict, war, violent death etc might be related to a fear of death in general or the fear of living an unaccomplished life). If Google Transalte is right, the draft may imply they say no republic had the right to decide to leave URSS.
