Here is what I can gather: 1. US constitution protects hate speech (unlike most constitutions that only protect speech that does not amount to hate speech). The first amendment protects hate speech. recently confirmed by their Supreme Court in Matal v Tam (2017). 2. Unless your actions lead to a defined crime, it is not violating the rights of others. The country recognizes 'hate crimes' and that may have a more severe sentence attached to it than a similar crime not motivated by hate towards a group of people. So, it seems like the answers is yes. These kind of hateful remarks in public in the US is protected by their constitution. But this is not just hate speech, it's actually inciting people to crime. He tries to save face by making it out as if the laws of the country should execute gays lawfully, but he's actually preaching a religious doctrine opinion about killing people he disagrees with, he's not respecting the citizenry of the actual country.
